When I am not logged in (like any member of the public) and Find a Project, it just shows the Project name and not the contact details. So there is no ability to send an enquiry to the project owner.
Yes, it looks “Contact details” only shows for logged in users.
But you can add a website or Facebook url, which shows up.

I am pretty sure that Contact Details used to be shown to the public (not logged in) but certainly when in Edit mode it says 
.
So I would expect the Contact Details to be available to everyone whether logged in or not.
