What does a cloud with an up arrow next to a record mean..?

I have a user who has been diligently updating his Apple phone with bait station visits but none of the records are appearing on the website.

When we examine the logs on his phone, we can clearly see the records but each one has a cloud symbol with an up arrow to the right of it.

Does this mean the record is not automatically being uploaded to the database…? If so, is that a setting we need to change on the phone app…?
